bool	has_smaller_distance_to_point ( Point_2<Kernel> p, Point_2<Kernel> q, Point_2<Kernel> r)
		returns true iff the distance between q and p is smaller than the distance between r and p.
bool	has_smaller_distance_to_point ( Point_3<Kernel> p, Point_3<Kernel> q, Point_3<Kernel> r)
		returns true iff the distance between q and p is smaller than the distance between r and p.
