nFragment Offset: 13 bits used to indicate position of this fragment in the
original unfragmented packet. Measured in 8 byte units.
nTime to live: Set by source and decremented by routers as the packet
passes though them. When is reaches 0 packet is discarded. This prevents eternal looping of
packets.
nProtocal: Indicates the Transport Layer protocol being used. E.g., UDP 17,
TCP 6, OSPF 89, etc.
