8.4.27 Chiral/Stereo

Chiral (atoms) or stereochemistry (bonds) flag. When set, atoms or bonds which have stereochemistry specified based on the corresponding return value of OEAtomBase::HasStereoSpecified or OEBondBase::HasStereoSpecified will be tested for stereochemical equivalence based on the graph matches surrounding the stereocenter.
