8.4.12 EqHalogen

Halogen equivalence flag. When set, the classification of either halide (Florine, Chlorine, Bromine, and Iodine) or non-halide based on the return value of the OEAtomBase::GetAtomicNum method of the query atom and a potential match atom will be tested for equivalence.
